Former Telecom Minister A Raja, who is prime accused in the 2G scam, today lashed out at certain political parties and the media for “blowing out of proportion the false charges” against him on the spectrum issue.

The case was nothing but sensationalised by the media and also political parties, Raja, the dalit face of the DMK, alleged at a meeting here.

En route to his parliamentary constituency of Nilgiris, his first since his arrest in February last year, Raja said this was totally unjustifiable.

Claiming that in 2009 the CVC in its findings had put the estimated loss in allocation of 2G spectrum at Rs 22,000 crore, which was “increased” to Rs 1.76 lakh crore by CAG, he said, the investigating agency CBI had brought down the amount to Rs 35,000 crore.

Opportunity cost is the cost of an activity measured in terms of the value of the next best or available alternative that is not chosen. Comptroller and Auditor-General Vinod Rai has used this concept to arrive at his estimate of a loss of Rs 176,645 crore in allotting the 2G spectrum. In reaching the stupendous figure, Mr Rai has used the pithy logic of Benjamin Franklin: “He that kills a breeding sow, destroys all her offspring to the thousandth generation.”

NEW DELHI, JUNE 1: The spectrum pricing formula suggested by both TRAI and an internal DoT committee will be presented to the Empowered Group of Minister for a final decision.
While TRAI had proposed Rs 18,000 crore as the reserve price for 5 Mhz spectrum, the DoT panel had proposed a 17 per cent higher fee.
The Telecom Commission will also present two options for deciding the quantity of spectrum to be sold.
A minimum of eight blocks each of 1.25 Mhz may be put up for auction in all service areas after reserving for re-farming.
In addition, a provision may also be inserted to make available another three blocks of 1.25 Mhz to meet the requirement of new entrants.

Loop telecom on Tuesday hauled the government and the telecom regulatory authority of India (Trai) before the telecom dispute settlement and appellate tribunal (TDSAT) seeking a refund of Rs 1,454 crore the company paid as entry fee for 2G licences and Rs 1,000 crore as damages citing loss of reputation.

The company, in its petition before the tribunal, asked for the release of bank guarantees of Rs 700 crore and a full refund of liquidity damage charges of Rs 7 crore. In its petition, the company said that its unified access service license (UASL) was cancelled by the Supreme Court due to the government “flip-flop” this had led to a huge losses.

EGoM to meet on June 5 for fixing spectrum price

The Telecom Commission (TC), which met here last week, left the decision on the high-powered ministerial panel of fixing the price of spectrum to be auctioned, as necessitated by the cancellation of 122 2G licences by the Supreme Court.

 

It has asked sectoral regulator Trai to conduct an analysis of the impact of spectrum price on tariff if it is passed on and in case it is absorbed, then what is the effect on companies’ businesses, viability and return on investment.

Panel favours fixing 4G spectrum prices during 2G auction

The Department of Telecom (DoT) is understood to have turned down the Telecom Regulatory Authority of India (Trai)’s proposal of fixing Rs 14,488 crore per unit as the reserve price for 700 MHz spectrum, saying the price should be determined during the 2G telecom spectrum auction in 2014.

The committee has also favoured increasing the Trai recommended reserve price of Rs 3,622 crore per MHz across the country to Rs 4,245 crore per MHz in the 1,800 MHz band.

 

 

A DoT committee studying Trai’s proposals on spectrum auction said, “The modalities, including the reserve price (for 700 MHz) should be decided at the future date told by Trai (2014).”

As if TRAI proposals on 2G spectrum auction which seek to hike the reserve price many fold is not enough, the telecom department (DoT) is leant to have suggested a further 17% increase in the base price for 2G spectrum bids, Economic Times reports.

 

The newspaper has quoted a senior official quoted to say that a DoT panel studying Trai’s proposals on spectrum auctions has concluded that reserve price for second generation airwaves in the 1800 MHz band should be revised to Rs 4,245 crore per unit (on a pan India basis), said a senior official. Trai has proposed a base rate of Rs 3,622 crore per unit.

In another development the DoT panel has also rejected the regulator’s proposal to allow mobile phone companies to stagger their payments for spectrum bagged through the bidding process. It is also of the opinion that mobile phone companies must not… Continue reading
