JPC Unlikely to Call Former Ministers on 2G Issue

The Joint Parliamentary Committee is unlikely to call former ministers, including main accused A Raja, in connection with the 2G spectrum scam as it wants to prune the number of witnesses and prepare its report by September.

There is an overwhelming view in the JPC, which has already got two extensions, that there was no need to call the former ministers as witnesses as enough material was available in the form of documents and presentations by officials to prepare its report, sources said.

The JPC had earlier decided to call all former Telecom Ministers, including Raja, before it in connection with the probe into the high-profile scam.

NEW DELHI, JUNE 1: The spectrum pricing formula suggested by both TRAI and an internal DoT committee will be presented to the Empowered Group of Minister for a final decision.
While TRAI had proposed Rs 18,000 crore as the reserve price for 5 Mhz spectrum, the DoT panel had proposed a 17 per cent higher fee.
The Telecom Commission will also present two options for deciding the quantity of spectrum to be sold.
A minimum of eight blocks each of 1.25 Mhz may be put up for auction in all service areas after reserving for re-farming.
In addition, a provision may also be inserted to make available another three blocks of 1.25 Mhz to meet the requirement of new entrants.

FC – Telenor says deferred payment for spectrum to help new players

Norwegian firm Telenor today said it may not participate in the upcoming spectrum auction in case the government does not offer the option of deferred payment for the airwaves.
Citing that fund availability for the telecom sector was becoming increasingly difficult, Telenor Executive Vice President and Head of Region Asia Sigve Brekke said deferred payment would help new operators like Uninor invest in spectrum and network expansion.

“Especially for us as a new comer, there is no funding available for us in India to pay for spectrum … You need at least 4 blocks or 5 MHz to be able to operate, so the upfront payment problem is larger for us than incumbents … (if) we need to use the cash to buy spectrum, we will not be able to expand,” Brekke told reporters here.

India calls for review of 2G auction prices

India’s Telecom Commission will ask the country’s regulator to review its decision to recommend steep base prices for India’s forthcoming 2G auctions, reports Reuters.

Speaking to reporters over the weekend, the Commission chair, R.Chandrashekhar, urged the Telecom Regulatory Authority of India (TRAI) to study “the impact of this spectrum price on the tariffs if this entire impact is passed on [and] the impact on the investments, viability and the return on the investments.”

TRAI has recommended a base price for a nationwide 1800MHz licence at INR36.22 billion (US$689.6 million) – over ten times higher than the prices set in a 2008 auction for the same airwaves.

The Indian operator community has criticised the high base price and limited number of slots proposed by the regulator.

GSMA lauds Telecom Commission for increasing spectrum in 2G auction

The GSM Association, a worldwide body of GSM equipment makers and mobile operators, welcomed the government’s decision to release double the amount of 2G spectrum than was recommended by the Telecom Regulatory Authority of India (TRAI).

The telecom commission, a top body in the department of telecommunications (DoT) had, on Thursday, decided to provide at least 10 MHz of 2G spectrum in the upcoming auction. TRAI had suggested auctioning 5 to 7.5 MHz, arguing that the remaining spectrum be kept for the needs of operators whose licenses will soon expire.

When the licenses of operators like Airtel and Vodafone expire in the coming years, TRAI had said, they should be given spectrum in the 1800 MHz (2G band) and the current spectrum that they have been given should be taken back.

Telecom stocks up on TRAI review of 2G auction base price

MUMBAI: Shares of telecom service providers gained momentum as sentiment turned bullish after the Telecom Commission asked the Telecom Regulatory Authority of India (TRAI) to carry out an analysis of the 2G spectrum base auction price, its impact on consumer tariffs, the health of telecom companies, and government revenues.

This will be the third such analysis by the regulator in the last one and a half months. The results of the study will be forwarded to an empowered group of ministers’ (EGoM) panel, headed by Finance Minister Pranab Mukherjee, to take a final call on the issue.

EGoM to decide spectrum price for auction: Telecom Commission

An Empowered Group of Ministers (EGoM) may early next month decide on the base price for auction of telecom spectrum after an inter-ministerial panel presents pros and cons of accepting sectoral regulator Trai’s steep reserve price.

The Telecom Commission (TC), which had earlier this week fixed modalities of the spectrum auction necessitated by the cancellation of 122 2G licences by Supreme Court, deliberated on the base price suggested by Trai.

However, it has decided to leave the decision upon Finance Minister Pranab Mukherjee-headed panel.

“The TC took note of reserve price which Trai has recommended and it (TC) felt that an analysis needs to be made and presented to EGoM on the impact of spectrum price on certain parameters that have been worked out,” TC Chairman and DoT secretary R Chandrashekhar told reporters here.
